Why an asbestos inventory report?
If buildings built before 1 January 1994 are demolished or renovated, an asbestos inventory is mandatory. Having an asbestos inventory report drawn up is intended to map the risks of a particular environment in or around a building. Owners and users of buildings must provide a safe environment by law. So even if no renovation or demolition work is taking place, an asbestos inventory may still be desirable.
Is an asbestos inventory mandatory?
If you want to demolish or rebuild, you must, according to the law, have an asbestos inventory carried out before you start the work. An asbestos inventory report is mandatory if you want to apply for a demolition permit from a municipality for, for example, the remediation of asbestos. An asbestos inventory must be carried out by a certified company. The inventory is done according to the SC-540.
If you want to apply for a demolition permit, an asbestos inventory is mandatory. If there is no asbestos inventory report with the application for the demolition permit, the chances are very high that the application will be adjourned or not even processed.
Asbestos inventory report, types A and B.
Different types of investigations are possible to have an asbestos inventory carried out. A type A asbestos inventory report forms the basic investigation into asbestos. To draw up the type A report, a building is systematically run through, in which all asbestos that is immediately observable is inventoried. If, after drawing up the type A asbestos inventory report, there is a suspicion that more asbestos is present in areas that are not immediately observable in the building, an additional asbestos inventory can be carried out.
An asbestos inventory report type B is a continuation of the type A report. If an investigation has to be carried out for a type B report, this means that together with the asbestos remediation company, the presence of asbestos will be further investigated. This investigation affects the architectural integrity and construction of the building. This investigation is only carried out if, on the basis of the type A asbestos inventory report, there is a suspicion that asbestos is not immediately detectable. The licensing authority can oblige the applicant to have a type B study carried out.
Asbestos inventory report, type O
The asbestos research that an asbestos inventory type O yields is separate from the type A and B research. The type O investigation focuses on the risks that employees or residents can run if there is a suspicion that asbestos is present in a building. This concerns exposure to asbestos, which is inadmissible. The type O asbestos inventory report consists largely of a description of the risks of the materials containing asbestos found. This mainly concerns exposure risks. During the type O investigation, samples are taken in accordance with NEN 2991.
Asbestos inventory, costs
If you want to have an asbestos inventory carried out, you have this done by an independent agency that works according to the SC-540. Naturally, costs are associated with this. Overall, a basic asbestos inventory costs several hundred euros. If extra samples have to be taken at the place of examination, you pay an additional amount of several tens of euros per sample. You can declare these costs from the building fund account for a renovation.
